register in site and apply for certificate, after about 24 hours they will upload your cer and key files which you need to sign stuff.
after that you can send your files to them in order to sign it and download it again. or use sign apps in your pc or phone.

the problem with applying cert in OPDA is once you have it on your account they wont let you download it, they require you to pay what I did I just copied the link that has a check word on it and replace it with DOWN that's it instant cert and key. then download free signer for mobile or SISSigner by Jerome.rar for your PC.
